Several Electronic Problems, Where to Start?

I'm having several electrical problems, and have no idea what to do. I'm sure any answers at all would help.

I drive a 1989 Camaro RS, 2.8L V6 manual. It's as old as I am, and obviously isn't in the best condition. This past year, it got caught in a flood while I was at school, but it's back up and running. However, it's having several electrical problems. I've searched the internet for answers, but can't find anything that matches my car and exact problems. My Haynes manual also doesn't give complete answers, so I'm left hanging.

The first problem is that my horn's not working. All my fuses are good.

Second, my radio plays nothing but static, and none of the controls work.

And third, recently my odometer and speedometer quit working.

I know next to nothing about cars or how to work on them, so if nothing else, I'd love advice about where else to search for answers to these problems. I have no problem doing the work myself, but just need to know what to do.

sounds like your grounds are getting corroded. i would go through and clean everyone i see, i think the radio one is behind or under it, the horn grounds through the body probably so i would check that. wire wheels on a drill work good, need to see bare metal and after you put it together you need to protect it with dielectric grease. there are big grounds, i would find and clean those too. not sure about the location those on a 2.8 as its been about 15yrs since my car had one. as far as the odometer if the speedo still works its likely a problem in the cluster itself

Yep, the speedometer's not working either.

i believe there would be an electronic vss on the trans on a 89, could be a wiring deal, could be engine ground, because most sensors need engine ground to be good and clean to work
