HID wiring question!

I have four HID bulbs, ballasts, and housings. one pair is 35w and the other pair is 55w. I have my low beams wired with the 35w ones, and the brights wired with 55w. My low beams work, but when I hit my brights, on the two brights turn on and the lows turn off. Why aren't all four lit up?

and these are H4 bulbs and I re-pinned the connectors to match

It's probably to prevent over heating of the ballasts, that's my guess.
