Gound wire behind cluster goes where?

91 RS air, cruise, power windows and locks. Found a 10 gauge black what looks to be ground wire with a factory female spade connector loose in the area of headlight switch/ fog light switch (I have no fog lamps). The wire comes out of the harness behind cluster and goes to the general headlight switch fuse panel area. Just not sure if it is supposed to be connected somewhere or not. I haven't had any electrical issues.

Should go to ground...

If memory serves, the usual place is the piece of sheet metal that kinda curves up and over the steering column, sorta to the driver's side of the column. Should be a hole with sheet metal screw threads cut into it. Should also be an internal tooth star washer between the eye and the metal; if you don't have that, get one, it'll save you some grief sooner or later.
