Is this a wiring issue or a known cluster issue?
Any ideas? wiring in the bay looks fine.

Just curious , does it fall to zero when it's not running , and then jumps to 2K when you turn the key on , or it it physically stuck at 2K and stays there even with the key off ?
Either way , it does sound like the tach itself is defective . I have heard of home repairs that involve fixing it if it's readings are highly inaccurate and a quick search will find those threads here , or see if someone in the parts for sale ads may have one ?

If it doesn't fall to zero, it probably has a piece of trash stuck in the air gap in the magnet of the meter movement; a little metal chip or something.
You can get it out with a sewing needle, as long as you're REAL CAREFUL not to touch the hairsprings.
