Cranks with no start

I'm not sure if this is in the correct thread, but my 92 L98 cranks with no start. I have a Tech II and it shows 0 rpm when cranking.
Where does the rpm signal come from? I pulled the distributor cap and found what looks like excessive rust around the stater. Also, the outside ring has slack and can be turned about 1/8 a full circle. Is that normal?
The car was doing its weekly run in the garage and it just suddenly died. Luckily I wasn't on the road

There are no trouble codes.

A Tach The Problem

Your tach wire needs to go to the PRIMARY of the coil.

The tach wire goes from the PRIMARY non-key side of the coil, to the firewall connector, to the dash connector, to the tach.

It’s a WHITE wire.

At the dash the tach wire is in the right hand connector, pin 7.


Is the engine getting spark?
