Fuel Problem

I replaced the fuel pump in my '87 IROC 305 TPI about a year ago, since then i drove it once. Started tinkering on it today and it wouldn't start (not very surprised since its been sitting for a year). Noticed the pump was not priming. Checked all fuses and replaced relay. Checked voltage at pump and is only receiving 7-8V at the pump. Will the pump still prime with less than 12V? Dont want to change new fuel pump if its an electrical issue. Please help.

That's pretty low. Is the battery fully charged or is it that low as well?

Disregard. The fuel pump was indeed bad. Once the motor begins to run, the voltage jumps up to around 11V. Guess all it needs to prime is 7-8V
