Car Will Not Go Into Diagnostic Mode

Car: 1992 Camaro (Z28 Clone)
Engine: LB9|TPI
Transmission: 700R4
Axle/Gears: 2.73
Car Will Not Go Into Diagnostic Mode
When I jumper the pins to put it into diagnostic mode nothing happens.
Anyone have an idea what this could be, is there a fuse that powers it.
BTW the car is a 1992 Camaro RS that I swapped an LB9 into, its speed density TPI
Any help would be appreciated.

When this happened to me, I changed out the computer and the car ran perfect. Hope this helps.

I changed it out yesterday and had no success unfortunately, thanks for trying to help though. Next step is to drop it off at an electrician because I am defeated.
