Code 15

92 camaro rs for code 15. Changed the ect, took battery cables off waited a little bit hooked them Back up started the car then did diagnostics on it....still came back up. I tested the cables coming form the ecm with the key on took a voltameter...no reading...could this just be a bad wire or am I doing something wrong. I also tested the new sensor while I put It in hot water and took the voltameter to it...as the water got hotter the reading went down. Has anyone had the same problem. ...someone point me in the right direction
