New motor swap
I recently bought a 91 rs for $500 with no ecm, and I was wondering if I am gonna have probems firing new motor (carbed) due to the pass key system.

No, the passkey system only works when there is an ECM. It won’t fire the injectors until it has detected the correct resistance value on your key. Don’t worry about it; your car should start fine with a carburetor.
