Headlight issue: Low beams not working, but high beams are
I have an 89 RS with a truck motor swapped in, and whoever did wiring work on it last screwed it up pretty well. I spent the time to take out the LED projector lights out and replace them with some sylvania halogen lights. After some fixing of the wires connecting the headlights to the circuit, I had both low beams and both high beams working properly for the first time since I've bought the car, but when I went to drive it home from my buddy's house, the low beams cut out together and wouldn't come back on. The more odd thing was that flipping the high beams on would make all 4 headlights illuminate and could not get the low beams on by themselves again. I've found that after letting it sit for a little bit with the lights off, the low beams will come back on but will go out again.
The owner's manual says that there is a circuit breaker in the headlight switch that would cause something like this, but would that cause only the low beams to not work in low beam setting?

Due to the fact they worked correctly after you redid them, it seems the wiring is mostly correct, alltho there is no telling what else the PO did.
The breaker properly wired would prevent ALL headlights to temporarily shutdown.
The problem of HI’s and LO’s being on simultaneously is consistent with a defective or maladjusted dimmer switch located in the steering column.
If you have tilt steering make sure that is operating with no play.
You can adjust the Dimmer by loosening the hardware at the bottom of the column, then slide it into position, tighten it then test with stalk, then readjust as required.

Funny Car Fun Fact: With nearly 3000 CFM of air being rammed in by the supercharger on overdrive, the fuel mixture is compressed into nearly-solid form before ignition.
