Questuon on Headlight control module

I have a 92 base bird witj 5.0 tbi .im having electrical issues. Tail light fuse blows when headlights are switched on. It causes the tail lights, side markers and cluster panel lights not to work. The windshield wipers move about an inch but if i switch the cruise control the wipers work like they are supoose to. Ive done all i can think of and checked just about evrry thing from relacing ignition, ,high beam and relay switches and anything relating to the taiil light fuse circuit. My question is," Will a faulty HCM cause the electrical issurs i stated in tjis post. Please jelp with any information or instructions on this . Thank you for taking the time to read my post.

The tail fuse sends power through the light switch to trigger the module to raise or lower the headlights.
Have you tried unplugging the headlight module to see if it still blows a fuse ? Is there hacked wiring in the car ?

Cruise is powered by gages fuse. Wipers by the wpr fuse. The wiper thing may be a bad switch in the column.

I didnt touch the HCM . So I had no choice but to remove the whole dashboard. By doing that i was able to inspect the wiring much better. Well i found a pink and black wire with its insulation melted onto another wire. The copper strands were vidible and i traced the bad wire to the guages fuse circuit. Im hoping that what was csusing the tail fuse circuit to blow. Im inspecting everything very carefully and ill be securing the wiring and putting the dash back on. Thanks for your input deadbird.
