Problems with engine not starting.

I'm having problems with a 3.1L v6 1992 firebird. The injectors are not firing so the engine will not start. I have gone through everything I can think of and I believe the pcm needs to be reflashed. The VATS system is working so I know that is not the problem. I believe it is all in the computer because when I have a scanner hooked up the pcm thinks the throttle is wide open. If anyone knows how I can get this fixed any help will be greatly appreciated.

The ecm has a memcal and doesn’t get flashed. If the tps is at wot this will kill injector pulse.
error code 21 ?

I used a test light and went through the diagnostic test to check what was wrong and it led me to the pcm being bad. I sent it off and had it worked on but still had wot. I thought it might be the prom in the computer at this point and put a new one but still wouldn't run so that what made me think it might need reprogramming.

The prom very rarely goes bad and you wouldn’t see wot command it’s based off tps voltage.
how did you check vats signal hz at the ecm or voltage at pin f10 ?

I don't have a passkey error so I'm fairly that the vats is fine. Is the any other reasons the injectors aren't working?

Shorted injectors can cause the driver to shut down. Even though you don’t have a vats error you might want to check the dark blue wire at f10.
A bad icm can also prevent injector pulse.

You can also check the tps voltage to the ecm pin f13 also a dark blue wire. Voltage should be .67-.76 vdc.
anything over 4.50 will kill injector pulse.
If you have a tach installed and don’t get a reading while cranking the icm might be faulty.

I replaced the icm doing a tune up along with distributor wires and spark plugs. The tach I have hooked up works when turning the engine over. I resistance tested the injectors and got the correct resistance from all 6. I tested the tps signal wire at the tps plug and got around 5 volts.

Are you saying your getting 5v on the blue wire at the tps ?
The gray wire is the only one that should have close to a 5v reference.

Yes. The signal wire has voltage. It doesn't make sense to me how or why. It had that problem before I sent the computer off.

So if you probe the blue wire tps disconnected and have 5v the ecm is bad.

Guess that's what I get for getting a computer out of a junkyard. Thanks for your help on this. I'll be sure to get when I get it running on here. Have had it for two years and only had it running for a total of probably a week.

If you decide to go with another jy ecm here are some applications just swap in your memcal (computer chip).
I have never seen a ecm fail in this manor , odd.
