Code 12 on '91 Trans Am with no start

Hello all. Brand new here have enjoyed reading some threads. Haven't found any that have given me direction on my issue.

I have a 1991 Trans Am GTA that hasn't been running since 2011. It has a 5.0L with Tuned Port Injection. I stored it out at a friends lot and recently brought it back into my garage. Lots of work to do to her (her name is Nicole), but I wanna get her running first. Here are the parts replacements that I have done so far.

Ignition Control Module
Ignition Coil
Cap and Rotor
Fuel Delivery System
Fuel filter
Brand new Battery

I have dropped the ECM and PATS Module to the floor of the passenger side. I had to install a resistor at the PATS Module as the receiver at the key cylinder wasn't sending the resistance from the key.

I am Getting a no start, so I checked the OBD1 codes. the Check Engine Light flashes 1-2 three times to show it is in diagnostic mode, then 1-2 to show Code 12 which is No Distributor Reference Pulse. I checked wiring at Ignition Coil, Control Module, and ECM. here are the results.

Ignition Coil -
Pink - 12 volts dc
White - .3 volts ac

Tan/black (ign mod bypass) - .25vDC (ign on) and .15vAC (crank)
White (spark timing output) - .3 vAC (crank)
Purple/White (Distributor Pulse Hi) - 2.44vAC (crank)
Black/Red (Distributor Pulse Lo) - .17vAC (crank)

Injector
Pink/Black - 12vDC (ign on) and .3vAC (crank)
Dk Blue - 12 vDC (ign on) and .89 vAC (crank)

Battery is 12.24 volts at the time of these tests.

I checked continuity between the Ignition coil and wires at the ECM, and all were fine.

I am a Car Audio Installations Manager and can solve troubleshooting issues in 90% that come my way, but I am not very mechanical. If anyone has some guidance or can direct me to a thread in these forums I would greatly appreciate it.

Check the voltage at the ecm pin f10. It should be 2.5v key on.
This is the passkey hz signal to the ecm.
Are you getting 12v to the icm pink wire ?
wouldn't worry about the code 12
have you ohmed out the injectors ?

I haven't tested ECM pinF10 and it is 2.55 volts. I also have 12 volts on the Pink at the ICM.

I have crank, but no fire. I haven't ohm tested the injectors. I did test signals going into the injectors, both AC and DC voltage. Are you saying to test signal going to the injectors or if the injectors themselves are good?

Injectors ohms, Sounds like the vats is working since it give a voltage to the ecm.
For checking injector pulse use a noid light.

I don't have a Noid Light Kit, but I used a test light. I unplugged the Injector plug and tested the two wires. Pink/Black tested 12 volts with Ignition on, but so did the Dark Blue. I switched the test light clip to the positive terminal on my battery and probed the Dark Blue control wire. I got zero light pulses on crank.

I did a continuity test between the Blue wire at the injector to the Blue at the ECM. It metered with continuity, but then the two control wires (Dark Blue and Green) tested for continuity between each other, and also the Blue showed continuity to vehicle ground. I unplugged the ECM plug with the control wires in it, and I still had Continuity to vehicle ground on the Blue control wire. I'm not sure if this is proper or I have a wire issue on these two wires yet.
