You can change the switches to various turn on/turn off temps. Your secondary will turn on at a preset temp or if the primary isn't cooling it enough, when it hit the preset temp, it will turn on.
BOTH will never be on from initial startup.....engine will need to come up to temp first...then primary will come on....then secondary will turn on at a higher temp.........IF NEEDED.
Or you can just throw all the above in the garbage and wire both to a temp switch and relay and have them BOTH come on at the same time.
I would go with the first option, but that's just me.

So even though I have eliminated the A/C from my car, the secondary fan will still turn on at the preset temp if needed and function like normal if everything else is left as stock? It's an 87 if that helps.

You can also swap out the head temperature switch for one that has lower on/off temperatures. Note that this is the switch located in the cylinder head between #6 & #8. One from a '86 - '87 turbo Regal or '89 TTA is a good choice.
