91 popups wont go up or down. Rebuilt motors, switched control modules. still nothing

Engine: 305 tbi
Transmission: 700r4
Axle/Gears: 2.73
91 popups wont go up or down. Rebuilt motors, switched control modules. still nothing

I first rebuild the headlight motors, of course they were bad. I can now manually turn them up and down like I should. Headlights wont go up electronically. Headlight control module relay clicks. Tried soldering the connections, relay still clicks. Finally bought a known good used one off of ebay. Was off a car with 55k miles. new control module relay clicks. I messaged the seller and he said he tested it out on his car and it is a known good module. So now I don't know what is wrong. I need help...

Check your ground for that system

Disconnected and sanded 2 grounds on the back of the heads to the firewall, sprayed with brake clean and re attached. Did the same with the negative battery cable and 1 more ground on the inner fender. Those were all the ground straps I could see. Headlight Control Module Relay still clicks.

Look under the overhang on the engine side of the rad support. Should be a ground or two on both sides behind the headlights.

X2 on the grounds behind the headlights. If you have a test light or multimeter, I would unplug the connector from the headlight motor and see if it's getting power from the headlight module.

Get a diagram and trace your power? IDK just a suggestion lol. I guess you could keep loading up the parts cannon but that's nearly always counter-productive. Spend a few coins on a good reliable DMM. And spend a few hours watching some decent youtube videos on how to run it.. If the relay clicks that just means the control side is working. Doesn't mean the circuit for the motors has power. Check your fuses obviously.

This is from the 90 service manual which should be the same as the 91, 92.
You will also want to make sure that the new module you put in is correct, 87-89 and 90+ had different control modules.
