Digital HVAC blend door issue

Car: 88 Formula GTA Convertible
Engine: 305 TPI
Transmission: 700R4
Digital HVAC blend door issue

I have a 88 GTA Convertible with the digital dash and digital HVAC. The blend door for the hot to cold is not moving. Everything else is working. I have checked for obstructions with the door, if I disconnect the actuator I can easily move it by hand. I checked the actuator motor and I can turn the shaft easily when I had it apart. I have not checked for power at the actuator when moving the controls yet.

Has anyone had this issue or have a schematic for the digital HVAC?
Should the blend door move as soon as you move the hot to cold control?

I am not sure how much these diagrams will be of help, but here you go. Realistically, if you can remove the motor and see if it moves when commanded to and it does, but when installed does not, the motor is too weak to move the load. I would just replace it considering the cost of $30 or so for a blend door motor.
