Re: 87 iroc wipers problem
I would first test the fuse/socket. A poor connection = heat. Might have burned out that connector in fuse box. You will need to test for 12vdc past the fuse holder. A location at that fuse and then downstream of that fuse connection.

Well, here I am again sorry for not responding earlier fuse is good I should mention that I have replaced the column that has a non pulse switch the previous column has a pulse switch that be the problem? Thank you

Trying to apply a bit of logic to your problem, I'll start with the column swap. I do not happen to have the schematics in front of me for both the 87 intermittent and the 88 two speed wipers, but if it DID work when you first swapped it, and then "gradually stopped working", I'd say incompatibility is most likely NOT the problem.
So now we come to "Used to work sometimes if I reached under the dash & wiggled the fuse" . As JeepYJv8 has already said, this is absolutely an indication of a bad connection somewhere in the area where the wiggling was taking place, and in this case it's most likely the connectors in the fuse box that hold the fuse in place, or the wiring connecting to those little metal clips that hold the fuse.
