Cut wire ID?

Trying this again! Ive got a 91 z28 and my gauges act very odd everything works besides the speedometer and odometer, Gas gauge jumps around alot and doesnt read correctly (it has a brand new aeromotive tank and sending unit), Lastly the tach is pegged at max until the car is started then drops to around 5k and operates normaly but is wayyy off. As i was doing some digging i pulled the panel off underneath the steering column and i found a cut wire on the V shaped bracket (not sure what to call it) just underneath the column support bracket. To me it appears it would be a ground of some sort however i cannot find the other end of it so if anyone out there could tell me what this wire is and what it grounds it would be much appreciated! (the wiring is a complete mess from the previous owner those splices were his doing and im still unaware what they were for)
