I have a 1983 Z28 with a Goodwrench crate 350 that I bought 2 weeks ago. The old owner ripped all the emission crap out and put shorty headers on with a catless Y-pipe. And I discovered that he taped over the check engine light and another light that is always on. I was wondering if there is any way I can get those lights off properly.

When you bought the car, did you also get ALL the original smog and other components previously installed on the car? That's what you'd need to accomplish that goal. Probably not practical at this point.
However, if the car runs OK now, and your state doesn't have any type of pollution control requirements, there's no real need to try to 'restore' it.
No, I was not given any of the smog stuff. The car has also been completely rewired so I'm guessing there is no way to get those lights off. Is there a bulb for the light that I can remove? I want to have it look somewhat good so I don't want to have to tape over it.
