Stalling issue

I have an '87 TPI 5.7. When I drive for a while at freeway speeds, even in the winter when the coolant temp is only about 150, the car stalls after I stop at the first light. I come off the freeway, stop at a light, and it stalls when I go to take off again. I have to put it in neutral, turn the key off, and then start it. It won't just start without the key going fully off first. After driving lower speeds for a couple miles it doesn't stall anymore.

I've gone through two Ignition Control Modules in the distributor in the last year. I'm wondering if the ICM gets overheated, then cools and is OK. That just doesn't make sense to me because it never did it until recently and the temperature outside is well below 20F with the engine barely making 150F. Any ideas?
