if your talking about the radiator fan I would advise against it, these motors like to run on the warm side. but, if you really want to do it just disconnect the fan switch wire (passenger side of block between no. 6 and 8 spark plugs) and connect it to a good ground. the fan will then run whenever the key is on.

why do you want to do this anyway ???

Is there a way to make the fans come on sooner other then buying a Jet fan switch from jegs or summit??

W/o some type of external self switching device or reprogramming your PROM (if the fan is controlled as such), yes, it's called a toggle switch. This will allow you to turn the fan on whenever you fancy. Other than the above statement (b 4 yours), and what you already know about the JET fan switches, that's it.
