Power Doorlocks and Windows Quit Working, why?

Power Doorlocks and Windows Quit Working, why?
My best friend wrecked the front end of his '89 Formula a few years ago and just last weekend decided to fix the front end. His power windows and power door locks have worked just fine up until now and he hasn't really used the front headlight motors because of the front end being mangled. The only thing he did was remove the drivers fender and front bumper cover, cut out the inner fender on the drivers side and the front bumper inner structure, welded in a new front bumper inner structure and inner fender, installed the new front bumper cover and the new drivers fender, installed new headlight assemblies with working motors, and installed new hood hinges and a new hood. Now after all that's been done his power windows and power door locks won't work and the headlight switch won't work. The only wiring that was messed with was the headlight wiring and all he did was unplug the old headlights assemblies and motors and then plug in the new ones after he installed them.
Looking at some wiring diagrams, the ones I have don't show any relay hooked up to the power windows but it does show a relay for the power locks. Where is the power door lock relay located??
Also, is there in fact a power window relay and a headlight motor relay and if so, where might they be located??
Any other suggestions as to what you might think is wrong, please let me know. Thanks in advance guys.

circuit breakers are relatively heavy compared to fuses, can fall out of their sockets in a good collision.
if you remove drivers under dash panel & kickpanel, there will be a black junction block above the power lock relays & kickpanel.
one side of the junction block will have a column with orange/black stripe wires running into it. it should be hot at all times. this is for rear window defrost and power lock relays.
the other column of connectors will have pink wires in it. this is for the power windows, should be hot whenever ignition key is in the run position.
make sure the domelights & cigarette lighter work too. power locks get power for actuators from accessory circuit breaker and power for switches from courtesy fuse.

Like I said in the original post, the windows and door locks have worked fine since the accident and just quit so I'm sure it's not related to the collision. I'll have him check that box under the dash but he already told me that all of the fuses are good and in place... in both fuse boxes.
Power windows & locks do not use fuses, they use circuit breakers. You cannot tell by appearance whether the sealed breakers have failed or not.
Do you have power at both strips on the connection block that i mentioned?

He's at work so I haven't had a chance to tell him to check the power on those strips.
These circuit breakers you're referring too...are they the large silver relay looking devices? Pictures would be great if can get any.
