throttle cable problem!!!

Car: 89 camaro RS
Engine: soon to be juiced built 357
Transmission: turbo 350
throttle cable problem!!! to short
well I switched from a 2.8 to a 350 carb I reused the stock cable and when the pedal is pressed to the floor it only opens the first set of butterflies and maybe a crack of the secondaries. What can I do to solve this problem. any help would be appreciated.

Vacuum Secondaries
You're looking for an opening of the secondaries while the car is running, right?
Idle the car, and have a friend observe the CARB. Floor it.... and the secondaries should open right up within a second afterward. If they don't, there either set WAY too tight, or the vacuum line leading to it is leaky, or missing.
