currently i am in the proccess of purchasing a 350 sbc and am going to rebuild it. I was wondering if you guys could guide me with your knowledge as to what year block i should look for and what kind of components to build it to obtain anywhere from 375- 400 horse?
Federal Mogul makes a good hypereutectic flat-top 2 valve relief piston that should work well for what you're doing, and doesn't cost much. H631P was the one I used, 0.030" oversize. If you want forged, JE and SRP are good choices for flat-tops.
I had the stock rods reconditioned, and added ARP rod bolts for some extra strength. Wasn't planning on revving past 6K rpm.
As ede mentioned, a later model block is favorable. The roller cam provisions are nice and you'll want a roller to make the kind of hp you're after. The 1-piece rear main seal is less prone to leakage than the older 2-piece design.
After that, you need to dig into cam, heads, and induction system (carb, TPI, aftermarket...) options. They're interdependent. These are dictated by your streetability and emission compliance needs, which you didn't indicate.

allright thanks sorry for my lack of information but i am probably going to just go with a carb for this summer and i'm going to be driving it for the whole summer so streetability is a factor.
The Holley 650 vacuum secondary is a good option, Barry Grant's "Demon" series of carbs also good.
A single-plane intake will generally make more HP but at higher revs than a dual-plane. Go get a copy of David Vizard's applicable books and start reading, you'll like what you find.
I'd almost think about a set of GM FastBurn heads, a Vortec-compatible intake manifold, and a fairly bumpy hydraulic roller cam like the Comp XE series. Thunder Racing has a great selection of Comp and other manufacturers' cams.
Hit the Vizard books and see where it takes you. His carbs & intake book is a definite read, and maybe his head book also.
