Least work, probably keeping TBI - assuming you assume PROM tuning, replacing intake w/something better, and 454 TB.
Least expense would probably be carb.
Best mix of performance, fuel economy, and driveability would probably be a TPI-based system with LT1 or Miniram intake. Again, PROM tuning must be assumed.

TPI will give you better fuel economy/emissions and still make very good power if you use the right kind of intake stealthram/miniram/superram

guys ive finally reached a decission, after a lot of thought and jegs searching, im gonna go wth efi. the thing is its not ur traditional efi: i was looking through jegs and found a tbi/efi conversion....y not use wht u hve..right.. its a kit made by edelbrock, and its reasonable on the price side too. originally its ment for trucks so it should make an already torq-e 383 more so. lemme knw wht u guys think. constructive critasism welcomed. You could always get the LT1 intake that has been converted for use with a distributor instead of a TPI intake so you can get the shorter runners.
I think this is pretty cool, but if have more than 435 hp potential, its not the greatest for you: http://www.edelbrock.com/automotive/mpfi_sbchevy.html
