yes you can but it will choke the 383. it doesnt flow good for a 350 let alone a 383.
to gain any benefit of the extra cubes, then go with aftermarket TPI system or atleast just the runners and port match the base and plenum. A fully ported out and siamesed stock TPI should be enough to help that 383 breath and make decent power. you might not make alot of horses, but torque will be alot

Accell/Lingenfelter runners and intake are good, their SuperRam is even better (but pretty expensive), Edelbrock offers large runners and intake, as does TPIS (also VERY expensive). SLP has large diameter runners as well.

yep from recent tests on TPI in super rod magazine or something like that, TPIS system made 460hp and 534 lbft of torque, surpassing every other LTR TPI system. superram only put up 20 more hp and torque dropped. both systems are great and expensive LOL
i would look for used superram system. makes a great performer.
but what are your plans for your 383? how much power do you want and whats your budget? do you have emissions to pass? superram may not be a good use to you if your on a budget. i would just do large tube runners and port the hell out of the base and plenum.

A friend of mine stroked a TPI engine to 383 cubes and used larger TB, tubes, and base plenum, and ported the top plenum to match. He got 5000 rpm out of it and massive torque. The car wouldn't hook worth a damn for blocks.
Another thing to consider would be Holley's Stealth Ram. It uses all the TPI electronics, etc., and is designed as a bolt on. For the money, it's a good improvement that would work well for a 383 or a 406.
