Is this a good motor to start with?
I can get a 350 block, heads, crank for about $125 I came out of a 89 truck. Is this a good motor to begin my buildup with?

Except for the heads & cam, yes.
The heads are high on the list of the most anti-performance castings ever produced. They are "swirl-port", with the same obstacle to improvement as the 305 TBI motors.
Your 305 heads, if you have a LG4, would work well on that short block, with a better cam of course. They should be the 081 casting, which is a far better port than the garbage 193s that will be on the truck motor. Have 1.94" intake valves (stock 350 size) put in them, and port behind the valves to match.
