Id should be around 10-14 degrees intial, TOTAL timing should be 36ish depending on your combo at about 2000-3000 RPM depending on your ignition curve.

I think you've got a problem with your damper timing mark and timing tab not properly lining up at TDC.

The dots will line up on one rotation of the crank and then the cam will be 180 degrees off on the next crank rotation.

You can't get the cam 180 degrees off.

You need to check the location of the timing mark on the damper when the #1 piston is at top dead center.

Did you replace or mix either the damper of front cover?

This was covered already, but here ya go one more time...the cam is "180* off" every other crank rotation. The cam spins at 1/2 the speed of the crank. You may have noticed the difference in size of the cam gear relative to the tiny crank gear.

The timing marks aren't identical in all SBC years, it's best to get a timing tab and balancer as a matched set to avoid mismatches.
