I dunno much about SMOG because where I live there are no emissions laws, but from what I understand the system is composed of 3 items, the EGR pump (on the intake), the AIR pump (on the serpentine belt system under the A/C unit), and the Catalytic Converter (between exhaust Y-pipe and Midpipe usually under the pass seat). These three things work together to make the engine emissions more environmentally friendly. You can remove them, you can block off the EGR plate on the intake, you can remove the AIR pump and put in a delete pulley or re-rouse the belt, and you can remove the Cat and have a pipe welded in, engine will still work. But to really do it properly you'll also want to delete anything in the ECM chip or PROM related to EGR and AIR. I removed mine on my IROC-Z simply to have better access to the engine when working on it, I dont think there is really a performance downside but I dunno for sure.

I found this site that seems to explain stuff pretty well.
Emission Control: Air Injection
You don't really need the AIR system ("smog" pump, tubes, etc). It really doesn't do much once the car is warmed up. Here's a great thread that shows all the components:
https://www.thirdgen.org/forums/faq-...injection.html
The catalytic converter is the biggest emissions reducing device and really isn't that big of a restriction unless it gets plugged.
EGR can give you a little better gas mileage and can lower combustion temps. A lot of people say it hurts performance but if I remember correctly the EGR valve closes during wide open throttle. Removing this can also cause your Check Engine light to turn on.
