engine rust

Car: 1987 Camaro Z28
Engine: 305 carb for now
Transmission: 5 speed
engine rust
what can be done to clean off rust on an engine... I'm thinking more towards used engines that look as though they've been sitting. Is it possible to do some sort of acid dip to remove the rust or is sand blasting the easiest way, cause if so after my experiences with sand blasting it takes too long and I def don't have the effort to put into it unfortunatley.
Also on one particular block I was looking at, there was only one header and therefor those exhuast ports were left open will that be a problem. With that same block there is lots of rust on the heads... can those be salvaged or is that the same as having the valves burnt?

strip the engine and take the block(or cylinder heads, intake whatever...)to a machine shop and have it magnafluxed and dipped. It's not really expensive and it will fix minor imperfections.
