Crate Engine Swap for 91 5.7L L98

I have read a bunch of engine swap threads already.

If I just buy say a GM crate motor, ZZ4 or ZZ383 as an example, all the other parts off of my L98 finish the motor? Is it smog legal to do in California?

Engine: L92/LQ4 (both w/4" stroke)
Transmission: 4L80E/4L80E
Axle/Gears: 12B-3.73/9"-3.89
If you equip the ZZ4 like a Vette L98, it would pass the motor change referee.

The ZZ383 has Fast Burn heads, which require a Vortec-style intake. That would be a give-away to an aware inspector.

I have had aware inspectors skim over the fact that the engine has a Vortec intake and an external EGR system. It looks stock and has the same function as stock, so it is not a big deal in most cases.

They ignored the lack of an EFE valve here in Colorado, but Colorado & Texas ain't Kalifornia.
