Timing Issues

Car: 1989 Camaro IROC-Z28
Engine: Rebuilt 350TPI (see sig)
Transmission: is being replaced...
Axle/Gears: 20 year old G92 Borg-Warner 3.45
Timing Issues
Ive done tons of searches and read all I could read on the subject and Im about to lose my mind trying to get this motor on the street...
Ive got a brand new freshly rebuilt L98 that I stuck my LB9 heads on and my TPI intake and a Comp cam with a few extras
Ive got the motor running and am trying to get it running well. It has an extreme lack of power and after about 2000-2500 RPMS it bogs down. Everything I can tell is that this is a timing problem...
I have timed it correctly I believe...
I unhook the ESC and hook my light up to #1 spark plug and set the timing to 6* before top dead center as my VECI label so tells me but as soon as I hook up the ESC and try to test the RPM band the timing is like 20*+ btdc which I believe is the ESC doing its work but it still has no power after 2500 RPMs
It was a 305 to 350 swap and the knock sensor and ESC module have been replaced with new ones and there are 22lb injectors but the PROM hasnt been programmed yet but I cant believe that would mess up the timing
