Did a v6 to v8 swap won't start neep help!
The car is a 1991 RS that had a v6 in it , all stock. I swapped in a 350 small block with a 350 turbo transmission. Hooked everything up, and the key wont turn the starter. Any ideas? neutral lockout or security ? Can anyone tell me what to do I have no idea. How do I bypass neutral lockout (ifi can) or do it correctly?

VATS shouldn't have been affected unless you removed stuff under the dash. There is a tech article on VATS linked from the thirdgen.org homepage. Take a look at that.
What are you using for a shifter? You shouldn't bypass the park/neutral safety switch.

The stock v6 shifter. Hurst makes an adapter bracket.

Where have you verified that you have power? Do the lights work? Have you checked for voltage at the neutral safety switch? Have you checked for voltage at the starter? (Wouldn't be the first time someone got a bad starter)
