Intake leak?

Intake leak?
I just had a guy put my engine together for me because i dont have a garage and its dead of winter .
Just saying this so you know i have new intake gaskets.
I have white smoke coming out my tailpipe so i put a vacuum guage on my engine and it reads a steady 16 psi and when i give it throttle it goes down to 0 psi and then snaps back to 16 psi when i let off the throttle , after awhile it reads 20 psi and goes to 0 psi when i give it throttle and then snaps back to 20 psi when i let off the throttle , does this mean i can rule out a head gasket?
