Dude, not to flame, but your question is too broad, vague, and starry-eyed. A more appropriate question would be, "How can I build an engine for street-legal, emissions-compatible power?" Even that is a little too broad, vague, and starry-eyed.

First, answer your last question by checking with your local authorities. You're likely to get answers like "Keep it factory." But, if you need to go through emissions, check with people who conduct the inspections/tests. "Street-legal", beyond emissions, typically means "safe" - brakes, lights, mufflers, etc.

In general, you can upgrade with emissions-legal parts like headers and cat-back, cam, & intake with no effect on emissions or street-legality. If you have a 305, a 350 put together like factory 350 TPI engines would also fit those catagories. Power-adders like nitrous will give a good boost in power without touching emissions parts.

Or, you can go the "stealth" route and put on parts that look similar to stock, will pass sniffer tests, but aren't technically certified as smog-legal replacements. 383 stroker motors fall in that catagory, for instance.

Look over posts on these boards, including the Tech & TPI/TBI forums, do some homework, and you can ask more specific questions that won't get snide answers like firbird gave you.
