Need some good advice.... swapping 305

ok fellas hers the deal......
i can buy a brand new 305 that puts out 260 HP as is for $850for my 88 SC ......or i can try to build up my stock 305 tbi w/ 72k on it
puttin out 170 HP should i buy the new engine??? help me out......

I see you're in California, so will this new 260HP engine pass emissions? I'd imagine that would be your biggest concern...
