Can't rev pst 2.5k rpms

I'm in the process of dropping my fuel tank today to remove my electric fuel pump, right now the carb is sucking from a bottle.

The issue is that I can't rev past 2.5k rpms, and engine doesn't shift. I adjusted the detent cable, but that didn't seem to affect anything at all. In Neutral it will rev happily. Also, I have a horrendously loud whining belt-style noise. Gets louder as I rev. It is so bad it overpowers my 350. My 305 sounded a lot louder than the 350 did...more burbly too.

This is driving me nuts....

Can't tell, it's equally loud from the whole engine bay. Can't tell if its from the water pump or power steering....it's a horrendously loud squeaky belt noise. My instructor says he thinks it's tranny related or power steering pump. Not sure if this is related to my tranny issue but I figured I'd toss it in there.

Gasket leak at base of carb? Makes a loud whistling sound when that happens. Have you tried shifting manually through the gears to see if it will rev beyond 2.5k rpms? Buddy has a nova with the same issue - it won't go past 2500 in drive, but if he rows it through the gears it will rev out.

Oh, dunno if this is important but atm while I'm removing the gas tank to remove fuel pump (not going as bad as I thought) I have the fuel line running off a bottle under the hood. Timing has been set by ear as well until I get a permanent fuel setup.
