Do you guys think I should do an engine swap to an LT1 from a 94 z28 camaro??
or should i just convert to TPI???

Both would be about the same difficulty, except for the "Los Angeles, CA" part. Either way, you are going to have to swap over every little piece that was part of the emissions equipment that came with the car from which the swap is based. TPI will mean the whole system, plus the whole exhaust.
The easiest by far should be getting the carb up to snuff. They aren't that complicated.
