I know this is not 1 of the most famous questions to ask most of you hot rodders, but I live in the city and need to pass emissions. I failed emissions on the low and high rpm tests. What can anyone suggest to me to pass. Or is there a way around it?

Well, you can drive around for 20 mins prior to help clean out the motor. I also find putting a bottle of rubbing alcohol in the tank with about 1/8th tank of gas helps a little to. Every little counts.
In MD, if you fail you can get a waiver, for example
1986 IROC must spend $200 on parts with receipt to get a waiver. Depends on the yr of the car, newer it is higher the price.

you can find bottles of this stuff you can pour into yur gas tank prior to taking the test at some auto stores. we have the same problem with emissions in my county, my dad used some prior to taking a 2nd test (1st one we failed) and we passed, i dont remember what its called but its guaranteed to help you pass the tests.

yeah, read the back of those bottles, I'll bet alcohol is among the main ingredients, save some $ and buy a .49 bottle of rubbin alcohol.
