The idea of a cutout is to be before the cat, or if you've got a high flow cat and think it would be better after the cat(which kind of defeats the purpose), you put it there. You can't drive on the street with it open, but I doubt you can get in trouble for having it closed. So just open it at the track.

When you hollow it out, its the same as having no cat at all. You will get the loud *** muffler resonance, but it serves as a decoy. The exhaust passes right through, so if a cop wants to take a peek, he'll see it and call you an angel. You take more of a risk with no cat at all, but sheesh, big risks = big rewards. :rockon:
