Are cut-outs legal???
If they Cut out before the cat and muffler (putting after these is a waste of time anyway) they are not legal for emissions and sound.

I dont know about Texas but in CA, local laws say yes it is illegal to have a cut-out on public roads, even if its closed. 
They also say you must have a muffler and the tail pipes must exit after the doors.

in MI you can have them if they are not open on public roads. It calls attention to your car though, so the cops might harass you anyway.

cut outs are perfectly legal for off-road, at least where i live. jc whitney offers a cut out that can be controlled by a cable, but i'm not sure just how well it works (there are lots of posts). if it does work you can simply close it off from your drivers seat when you want too (cops), this will make the exhaust go throught the muffler. I haven't decided if i will do it or not.

I live in Houston also & run with my cut-out open all the time (except for inspection). I've never had a problem with the law, & I've been pulled over with it open, but they never said anything. As far as I know, as long as it's after the cat, behind the passenger doors, & not way too loud, it's legal, but don't quote me on that.

350 tpi here, same thing live in virginia and drive around all the time with it open, and have acutally been pulled over by a cop but not becuase of that reason just a broken headlight, and i have passed many cops and they nerver harassed me either, but then again dont go stomping on it when a cop is near by, it can be quite deafing if ya do, but just crusing the sound is compared to a borla exhuast for a corvette ?
o hear allmost forgot check this out for the controll of the exhuast while in the car, i plan on getting this a soon as possibly , extremly cool ,
