Emissions without A.I.R. System

I'm wondering on this one, if I don't have the A.I.R. system hooked up, but installed a Catylitic Converter without one, would I pass emissions testing in most states (MD in specific)? I'll have a L98 with a carb setup, no A.I.R. or smog hooked up. But with a new Catylitic Converter. Just wanna know if I should keep all of the A.I.R. stuff.

Without the O2 sensor feedback system to keep the system as lean as possible during the sniffer test, it would be a good idea to have the A.I.R. going to the cat.
