Can a clogged cat cause a lean condition?

Can a clogged cat cause a lean condition?

Eversince my cats started making noise, my car has been running like s**t. I pulled my plugs and they were all white.

White=lean no?

I dunno about making it run lean, but it could be stocking up ALOT of heat in the pipes and manifolds before the cat.

If you gutted the cat, that could make it run lean because of less back pressure to reverse the unburned fuel
