What's better a single high flow cat or a stock dual cat setup??

In the end a single 3" high flow cat will be chaper and be able to support up to 400hp at the wheels with ease. Dual cats are cool but they take up a lot of room and are very expensive.
Correct me if I am wrong but the dual cat system still went to a single 3" pipe and single muffler with dual outlets. May be that set up worked for a 5 HP increase, but with the newer 3" Hi-flow cats I don't see any advantage now.
I have a stock dual cat setup and I'll tell you it's a bitch and a half for cats (expensive), and headers are a pain to deal with since there aren't as many choices that are 50 state legal. Go with a high flowing single 3" cat.

lets say I have a modified engine that's barely smog legal. Would a dual cat set-up increase my chances of passing??
