Do a complete tuneup on the car.

Includes:
-fuel filter
-o2 sensor
-plugs
-wires
-cap
-rotor
-coil
-air filter(s)
-pcv valve
-Cats new or in good shape
-AIR system installed and functional
-EGR system installed and functional

I might be leaving a thing or two out, but the main thing is to make sure that it's running it's best. Anything that will allow any excess o2 or CO out the tail pipe needs to be addressed. Not to much you can do for NOx other than making sure the EGR is working.

I'm also not to sure on the "guaranteed pass" stuff. I've heard from some people that it works, and from some that it doesn't.

I personally wouldn't bother with it, just do it right the first time.

Also, from what I hear alot of places are checking for leaks now. They don't want any vehicle fluids leaking on to the roads at all. That's an instant fail.

Just make sure the car is at operating temp before the test.
