Exhaust Dumps
what exactly are these "exhaust dumps" and what do they do/how do they work, i know they usually are found on sleepers if at all, but any input to further educate this backwoods ******* would be great

AKA "cut-out".
They are usually put on by people who like to make annoying noise. Occasionally used by those who have a dual-purpose street/strip car for use at the strip. With today's exhaust technology, they are rarely beneficial except for the first use noted.
