i have a 1993 Camaro Z28 in connecticut. i went too the emissions testing and failed but only in the hydrocarbons and Carbondioxide. i have headers, no cat and a borla cat back. i put in a little larger comp cam and they sent me the computer chip so it will run correctly. i have a cold air intake and a little bit bigger injectors with it borred at 20 over and in the rear i put in 3.23 gears. i also have a MSD 6AL with a larger coil for the ignition.

is there any advice anyone could spare as to how i can get this damn thing to pass?

Yep, put a catalytic converter on it, and then post on a 4th gen board for future problems on your '93.
