exhaust hanger bolts falling out

exhaust hanger bolts falling out
on the driver side of my car the ganger bolts keep falling out ive drilled new holes nut it was too close to other one so tht didnt wrk and then the other original hole seems like it wont hold the bolt tight i asked a shop if they could just weld the hanger to the body and they said yes but theres sumthing vibrating the bolt loose i jus dont kno wht the passenger side stays in just fine. bad hanger? or just messed up hole?

which hanger? the one all the way in the back by the muffler?
they are screws, not bolts. If the holes are stripped, use larger screws.
