heat riser-open or shut?

I'm doing away with all my emissions and obd in my 83 z28. Just one question. Is the butterfly in the heat riser open or closed with no vacuum to it?

Open. You can remove the butterfly or simply replace the whole business with a spacer from a TPI car.

So leaving it there not hooked up would work as well?

I'd be surprised if it's not frozen open or partially open at this point. Might be worth a look.
