Will a car still pass emissions in a state (maryland) if the smog pump is removed. The car is a 92 and the pump is making a horrible racket. A/C still works so I'd like to keep it. If I gut it will it still pass emissions?

You should ask your local Maryland thirdgen.org members, or call up your local emissions station and ask. I can tell you that its a violation of federal law to remove any emissions device, but not all states check to make sure they're still there.

Technically, no. Real world, I've never seen them look to see if it has one, and WRT to an actual test the AIR only really does something on startup and if they actually do a tailpipe test on it you should have it warm and shouldn't need it then.
You didn't say if it's a camaro or firebird, but if it's a 'bird it's >20y/o and a model that is no longer made so it's technically eligible to be registered as historic, which means cheaper registration, insurance and not having to pass safety and emissions inspections (no front tag...). I've had both my '87's registered as historic since 2007.
